When you expecting the person will take the responsibility to make things work, and found that what you expect is nothing happen, and being ask/tell by the person : "I don't know I have to do this, no body tell."

Point the documentation to read, no body care
Point the person to contact when has problem, no question asked at all
Then at the last minute when you checks had you done this, done that.. the person tell you 'I follow the previous step, I don't know this time has to do this and that'

We Asian.. really likes to be spoon-feed style of work?
So call senior has to tell everything in details?

Tell me, what do you see when some body tell you 'please take the lead on this'
